Penza, 12 January 2015. PenzaNews. The Penza region governor Vasily Bochkarev ordered Andrei Burlakov, the local Minister of Agriculture, to make it possible for any able family in the region to learn the basics of business-making.
“We must look for families and sit them at the desks. We must teach people how to write business plans. 53 thousand residents of the Penza region are working in other regions, including Moscow, where they are already experiencing salary problems. We must take that into account,” Vasily Bochkarev said during a meeting session of the regional government on Monday, January 12.
According to him, fear is the main reason why there are so few family-owned and private farm enterprises.
“They worked for hire, and here they must be the owners. But if we do not return private property to the villages, we won’t be able to save it [the village]. Hi-tech holdings are not the way out for a village: only a handful of professionals work there. We’ll be able to save the village only through family-owned and private farm enterprises,” said the head of the region.
The governor stressed the order is related not only to cattle breeding, but also to greenhouse production and an Israeli project.
