Penza, 19 June 2015. PenzaNews. The Penza region took the sixth place in the rating of regions that are comfortable for businesses in the national investment climate rating announced at the St. Petersburg International Economic Forum.

The list was compiled by the Agency for Strategic Initiatives.

According to the published information, the Penza region is among the leaders in “Business-related Institutions” category, where experts evaluated the regions based on the levels of effectiveness of organizational and information business support mechanisms, as well as the present administrative pressure.

Moreover, the experts included the Penza region in the list of Russian regions with the most effective support for small enterprises.

At the same time, it was given the average marks on territorial planning, road and communications systems, and availability of job resources, all merged into one category titled “Infrastructure and Resources.”

Meanwhile, the region was deemed to be below average in “Regulatory Conditions” category that includes quickness and number of procedures required to register an enterprise, receive a construction permit or connect to the power grid.

“This is the first full-fledged rating. While we tested the method in 21 regions last year, this year’s rating evaluated the business conditions in almost all regions of the Russian Federation, with the exception of Crimea, Sevastopol and several low-level ones,” the press service of the Agency for Strategic Initiatives informed PenzaNews agency.

The experts evaluated and compared a total of 50 parameters, the organization added.

“They used businessman polls and, to a smaller extent, statistics data as their sources. Over 200,000 people answered the questions for the national investment climate rating,” the agency clarified.
