Penza ex-deputy wanted by Interpol gives advice on improving “Open City” web service

Penza, 2 February 2016. PenzaNews. Oleg Tyugaev, former Penza city Duma deputy from the United Russia faction, who once again became the subject of search by the Investigative Committee in May 2015 and is now wanted by Interpol, decided post in Facebook a note of advice on improving the new web service “Open City” that was launched by the Penza authorities to resolve communal issues of the day in a timely fashion.

Based on the geotagging data available in the social network, the former deputy decided to express his concern about the slow reaction of website staff to complaints from Penza citizens, including on snow cleaning issues, while residing in Florence, Italy, where daily temperature on Monday, February 1, was +17°C, as several weather websites report.

In his comment on the news about water supply suspensions in one of the Penza city areas back in January 24, Oleg Tyugaev proposed the following: “We need all together make all downsides of the system as public as possible, pull it out online and wherever we can, maybe then something will change.”

The aforementioned post by Oleg Tyugaev received a total of two likes, one of them from Oleg Zvonov, general director of “Operator Elektronnovo Pravitelstva.”

The second post from the former deputy about the work of “Open City” system appeared in the evening of February 1, and was related to road snow cleaning in Arbekovo residential area. The issue itself was originally brought to light by Natalya Ilyina, editor-in-chief of “Gorozhanin” newspaper. She reported that she posted to the website a note about large snow piles on Stroiteley prospekt and supplemented it with photos, and very soon after she received a call from an “Open City” staff member who asked for details. However, afterwards, according to Natalya Ilyina, the problem was marked as solved, with a note that “yard snow cleaning is scope of communal management companies.”

“Cool, they even overexpanded their public servants staff to write boilerplates. People won’t be getting the result they seek,”Oleg Tyugaev reacted to the news almost immediately, again receiving a total of two likes for the post.

The former deputy’s social network page currently receives practically no updates. His only action on 27 December 2015 was to change his Facebook cover photo, which was liked by 13 users.

Overall, Oleg Tyugaev’s Facebook friend list contains 80 persons, including well-known public and political Penza personalities. Among them are Irina Voronina, City Duma deputy, for whom Oleg Tyugaev urged to vote during the 2014 elections; Valery Safronov, restaurant-keeper; Oleg Glebov, Penza Duma deputy of fourth and fifth convocations; Mikhail Demin, general director of “Nash Dom” publishing house; Zhigansha Tuktarov, head of the LDPR faction in the City Duma; Alexander Mukhin, former vice-mayor of Zarechny; and Maxim Fomin, former press secretary of the governor and the Penza region government, now director and editor-in-chief of “Penza-Vzglyad” founded by Oleg Fomin, former City Duma deputy of two convocations who is firmly associated with the transportation company “Korporatsiya Dilizhans.”
