Former director of BTI convicted of appropriating 1 million rubles in Penza

Penza, 8 February 2012. PenzaNews. Former director of MUP “Bureau of Technical Inventory of Penza city” (MUP BTI) Alexey Nikolaev was found guilty of the abuse of office for appropriating about 1 million rubles.

“From March 27 to August 3, 2009 Alexey Nikolaev in his capacity as director of MUP BTI issued knowingly illegal instructions to his subordinates for the preparation of orders rewarding the workers, himself included, with premiums as well as orders establishing a personal monthly 50% salary raise for himself and an additional compensation for the use of his vehicle for office purposes. He signed all the orders himself,” said Maria Orlova, acting senior assistant to the administrator of the Media Relations Office of the Investigation Committee of the Russian Federation for the Penza region.

She noted that only head of Penza administration is authorized to set premiums and additional payments in such cases.

“As a result of his illegal actions Alexey Nikolaev illegally gained 1 million rubles which could instead have been spent on further development of the company as well as on the payment of premiums and other rewards to other workers of the company,” she said.

In her words, the actions of the director led to the failure of the company to make all compulsory payments to the city budget. In addition, net assets of the company decreased, current ratio and quick ratio declined, MUP became financially unstable, and borrowing and losses increased.

“Leninsky district court of Penza found Alexey Nikolaev guilty of the crime provided for in Article 201, para. 1, of the Criminal Code of the Russian Federation “Abuse of office”. He has been sentenced to 2 years’ conditional imprisonment with a 3-year probation period. The sentence has not entered into force yet,” Maria Orlova explained.

The spokeswoman underlined that MUP “United City Service of Architecture, Town-planning and Technical Inventory” that is the legal successor of MUP BTI has yet to apply to the court to demand compensation of these funds embezzled from the budget.
