Vasily Bochkarev improved his positions in information openness rating

Penza, 5 April 2012. PenzaNews. The governor of the Penza region Vasily Bochkarev took 8th place in a rating of information openness of heads of the regions, made by “National service of monitoring” together with “Institute of independent political researches” by March, 2012. As it was reported earlier, in February he took 9th position, following the results of 2011 he was at the third place.

According to the head of “Institute of independent political researches” Alexander Ulitin, since March, 2012 the technique of drawing up of a rating has been changed a bit, the indicator is calculated as a ratio of number of publications with direct or indirect speech of the person to total number of messages mentioning the person, comments of person in “LiveJournal” or “Twitter” are thus considered.

“Today realities caused updating information openness rating procedure, governors’ blogs more often become sources of exclusive information and their audience in the quantitative plan is quite comparable to audience of traditional mass media of the regions. Considering activity of heads of subjects of the Russian Federation in social networks, we do our rating more actual and objective,” said Alexander Ulitin.

He emphasized that thanks to a new technique governor of the Kirov region Nikita Belykh became who is active in his “Twitter” micro blog.

“He is more active than head of Tatarstan Rustam Minnikhanov (386 posts) and the governor of Krasnodar Krai Alexander Tkachev (275 posts) on number twits (1 173 thousand posts),” specified the director general of “Institute of independent political researches.”

The heads of the Ulyanovsk region Sergey Morozov, Khanty-Mansi Autonomous Okrug Natalia Komarova, the Vologda region Oleg Kuvshinnikov and Kamchatka Krai Vladimir Ilyukhin are in top five most information open heads of subjects.

The head of Mordovia Nikolay Merkushkin, recently appointed governor of the Saratov region Valery Radayev and the governor of the Chukchi autonomous region Roman Kopin are in the end of rating list.
