Penza governor lost 17 positions in information transparency rating

Penza, 10 September 2012. PenzaNews. The governor of the Penza region Vasily Bochkarev took the 47th place in information openness rating of heads of the regions, made by “National Service of Monitoring” together with “Institute of Independent Political Researches” in August, 2012.

As it was reported earlier, in July 2012 he took the 30th place.

Following the results of August, the president of Ingushetia Yunus-Bek Yevkurov, the head of Kamchatka Krai Vladimir Ilyukhin and the governor of the Vologda region Oleg Kuvshinnikov became leaders of the ranking.

The governor of the Astrakhan region Alexander Zhilkin, the head of the Ulyanovsk region Sergey Morozov, the governor of the Smolensk region Alexey Ostrovsky, the head of Khanty-Mansi Autonomous Okrug Natalia Komarova and the governor of the Irkutsk region Sergei Eroschenko became leaders in their federal districts.

According to the head of “National Service of Monitoring” Artem Bulatov, there is a particular trend in the positions of governors who are going to be re-elected in October 2012 and the regional leaders who have led the legislative elections lists of United Russia party.

“The head of Udmurtiya Alexander Volkov, the governor of the Sakhalin region Alexander Khoroshavin and other governors, except for the head of the Penza region, heading the lists of United Russia, at least did not worsen their positions in August. This cannot be said about the governors, who are going to be re-elected – Sergey Mitin, Nikolay Denin, Oleg Kozhemyako, Yevgeny Savchenko and Oleg Kovalev. Their positions decreased,” Artem Bulatov said.

In his opinion, this is due to the fact that criticism directed personally at the head of the region, reduces his information openness in the regions where the elections are going to take place.
