Penza, 12 December 2014. PenzaNews. The analysts have listed the main social and political events in the Penza region during the November 2014 that influenced the region’s position in the All-Russian rating compiled by “Petersburg Politics” fund.

According to the research, among positive factors was the Israeli job visit of the governor Vasily Bochkarev who wanted to study the aqua-breeding related projects implementation experience, as well as a job trip of a Penza enterprise representative group to Kazakhstan.

The list of positive factors included the presentation organized by the “Burtas” consumer cooperative that aimed to bring local producers and consumers closer to each other.

Moreover, experts praised the opening of two new cattle farms in the Kolyshley area during the novice farmer assistance program.

According to the analysts, the rating was also influenced by the Penza region entering top 10 regions in the budget openness rating.

Its position also gained from reaching the sixth place in the “Medialogia” federal rating on implementing the May presidential degrees in urban amenities area and the sixth place in social area.

However, the experts located several events that negatively affected the social and political rating of the Penza region.

One of them is the approaching end of the office term of the governor. His successor will be elected in 2015.

Another negative factor was the decision of “Gasprom” to include the Penza region in the list of the regions with the most negative situation in heating company gas debt.

The position of the region also took a dive from taking 33rd place out of 35 in Rosgosstrakh life satisfaction rating.

As of November, the Penza region is still holding among the regions with the maximum social and political stability, standing on the 7th position. The regional rating was calculated at 8.2 points, which is 0.1 points lower than a month ago.

The “Petersburg politics” rating is published every month since autumn 2012. It assesses the level of socio-political stability of all regions of Russia.

The level of stability is determined by experts of the fund on a 10-point-scale.

The rating divides the regions into four categories according to the degree of socio-political stability and dynamics based on the events of the past month.
