Penza, 9 February 2015. PenzaNews. Roman Petrukhin, deputy chairman of the City Duma, proposed to introduce a position of chief artist in the Penza administration. “There has always been a chief artist. Perhaps the very lack of such an official led to the mess we see in our city’s exterior,” he said during the meeting of the City Duma Standing Committee on local management, monitoring of activities of departments and local government officials held on Monday, February 9.

The City Duma deputy chairman proposed to set up the new position as directly subordinate to the head of the city administration.
“I would like this issue to be discussed in working order. And if you find a different suitable plan, a different structure, let us discuss it as well and approve it with all amendments,” Roman Petrukhin added.
According to him, a specialist for a new job can already be found in the administration or other local authority bodies, which in turn will help avoid additional budget expenses.
“Functional problems to be solved by the main artist are already dealt with by someone,” eagerly claimed the deputy chairman of the City Duma.
