Penza, 25 May 2015. PenzaNews. The President of Russia Vladimir Putin assigned Ivan Belozertsev, chairman of the regional Legislative Assembly, secretary of the regional United Russia branch, as the acting governor of the Penza region, after the term of the former governor Vasily Bochkarev, who was leading the region since 1998, has ended. The order was published on the Kremlin website early on Monday, May 25.

Ivan (Alexandrovich) Belozertsev, Cand. Sc. (Education), was born in Baranovo village of the Livensky area in the Orlov region on September 15, 1958.

In 1980, he graduate from the Ulyanovsk Supreme Tank Command College as an engineer in tractor and wheel-based vehicles.

Between 1981 and 1984, Ivan Belozertsev was the secretary of the AULYCL committee for junior soldiers battalion, and was elected as the member of the Ulyanovsk city and regional committees of the Young Communist League for 1982-1986.

He worked as an assistant to the Komsomol policy department head of the Ulyanovsk Supreme Tank Command College from 1984 to 1986, and as a deputy commander of the training weaponry and vehicles battalion for the military unit No. 61642 in 1986-1987. Moreover, he was a secretary of the regimental Communist Party committee in 1987-1989.

In 1990-1991, Ivan Belozertsev was elected Communist Party committee secretary of the Military Command faculty to the Humanitarian Academy of the Russian Armed Forces.

In 1992, he graduated from the Humanitarian Academy of the Russian Armed Forces with a major in Social Education, after which he remained there as the troop commander of training military tanks company.

Ivan Belosertsev was the deputy military commissar of the Penza region from 1992 to 1999, and headed the human resources and reserve officer accounting department of the region in 1999-2004.

In 2000, he was elected the deputy of the Penza City Duma of the third convocation.

On December 29, 2004, Ivan Belozertsev was elected the chairman of the Penza City Duma of the fourth convocation, and the head of the Penza region, during the first Duma session of the new convocation. Later on, in March 2004, he was reelected.

From June 2006 on, the official became the board chairman of the association “Municipal Entity Council of the Penza Region.”

From August 2008 to May 2011, he worked as the deputy secretary of public relations at the political council of the United Russia Penza region department, and moved on to the full-scale secretary position in May 2011.

On October 14, 2012, the official was elected the deputy of the Penza region Legislative Assembly of the fifth convocation from the United Russia faction. On its first session, Ivan Belozertsev was chosen to be the speaker of the regional parliament.

He was awarded seven medals of the Russian Ministry of Defense and a medal “For Merits In Development of Penza City.”
