Penza, 21 September 2015. PenzaNews. The Penza city administration head Yuri Krivov has provided an official response to the head of “Yabloko” party Sergei Mitrokhin and the Leninsky area prosecutor Evgeny Zudikhin about the installation of the Joseph Stalin monument in the city center, by the new CPRF regional committee building on Kirova street, before the unveiling ceremony on September 9.

The letter from Yuri Krivov’s name was written by the Penza administration first deputy head Victor Gvozdev and the head of the Culture Department Vera Feigina.

Even though the document was dated September 10, PenzaNews agency managed to acquire a copy of the letter only on Monday, September 21.

Based on its text, the Penza city administration at the time the letter had been written was not informed of the opening ceremony that had taken place shortly before and attracted the attention of both regional and federal media.

“About your information on illegal installation of the Joseph Stalin monument: the Department of Urban Planning and Architecture for the Penza city administration received no information about the planned installation of this monument. If we find that the installation of this monument was made with a breach of legislation, without requesting the necessary permissions or with violations of the urban planning and construction rules and regulations, we will refer to the rules on illegal construction objects on treating this situation,” reads the message.
