Penza, 17 May 2017. PenzaNews. Alexander Kuligin was dismissed from the post of the head of the Issinsky area administration. The relevant decision was made during an extraordinary meeting of the area council that was held on Wednesday, May 17.

Alexander Kuligin will continue occupying the present position of the head of the area administration till Monday, May 22.
Giving a speech in front of deputies, he briefly summarized results of his work at the position of the area head, which he had occupied since 2011.
"I think, my main achievement is that not a single educational institution was closed," Alexander Kuligin stressed.

The deputy chairman of the Penza region Vasily Trokhin, who took part in the meeting, thanked Alexander Kuligin for fruitful work and wished him further success.
As it was reported by the press service of the Issinsky area administration, starting May 23 Nikolai Khripunov, who used to work as the first deputy head, will act for the head of the area administration.
The head of the area administration will be appointed according to the results of a contest scheduled for June 9.
Alexander Nikolaevich Kuligin was born on March 12, 1969 in the village Issa of the Penza region.
In 1986 he entered Penza Agricultural University.
From 1987 to 1989 he served in the Border Troops of the Committee for State Security of the Union of Soviet Socialist Republics. After the service, he continued education in an institute, from which he graduated successfully in 1993 obtaining a qualification of a livestock engineer.
From 1993 to 1999 he worked as a livestock engineer and later as a chairman of the agricultural production co-operative "Dmitrievsky". From 1999 to 2004 he was elected as chairman of the agricultural production co-operative "Rossia". From 2004 to June, 2011 he worked as head of the Issinsky branch of the LLC Russian Joint Stock Company "Penza Grain Company".
In 2000, he graduated from Penza State Agricultural Academy obtaining second higher education and a qualification in economy.
For 7 years, he was a deputy of the regional Assembly of Representatives of the 1st and 2nd convocations, headed the standing commission on economic issues, several times was elected as deputy of the local self-government committee of the Dmitrievsky local council.
In August 2011, he was appointed head of the Issinsky area administration.
In September 2013, he was appointed to this post for the second time.
He is married and has three children.
