Penza, 17 October 2014. PenzaNews. City Duma deputies reviewed the Penza budget performance report for the first half of 2014 during the meeting of the standing committee on budget, finance and tax policies that took place on Friday, October 17.

Olga Zavyalkina, head of Penza financial department, presented the report to the deputies. She spoke about the implementation of income plan, and explained the information regarding the amendments to the 2014 budget and the planning period of 2015 and 2016.

After the report, deputy Andrei Shevchenko asked about the road maintenance funding reduction, and learned that the change relates to the planning period, so the 2015 budget may be adjusted as necessary.

Moreover, the deputees discussed the results of legality verification, effectiveness in the budget use, as well as the compliance of Penza zoo with the established management procedures in 2013. Elizaveta Koshel, chairman of control and accounts chamber of the City Duma, presented the aforementioned issues.

She reported about the revealed violations, including the fact that part of spending are not documented, such as approximately 500 thousand rubles for the repairs of facilities for parrots.

Deputy Andrei Sakmaev noted that any construction activity, including economic, must necessarily be subjected to examination.

“This means it is a direct violation of the current legislation. Where will your report be forwarded to?” Andrei Samkaev asked.

Elizaveta Koshel explained that the materials obtained during verification shall be sent to the law enforcement agencies.

In his turn, deputy Vasily Zhuravlev drew attention to the fact that the zoo management makes every effort to ensure that the institution continues to develop.

“I want to thank the management for preserving and expanding our Penza oasis. In time, I believe, our zoo will become one of the best in the country,” the deputy said.
