Penza, 3 March 2015. PenzaNews. The Minister of Health of the Penza region Vladimir Stryuchkov said he was truly disappointed by what he had seen at the Zakharyin city clinical emergency hospital during his visit there along with representatives of his ministry on Monday, March 2.

“Frankly speaking, what I saw at the clinic No. 6 disappointed us, really disappointed. Even though the local networks have been created from the technical aspect, the workplaces were computerized, in reality the system is not working at all. Moreover, the registration office is functioning so poorly, it causes many questions from patients. That is, the patients who come to the clinic are not sorted into queue lines, the queues are not regulated,” he said.

In Vladimir Stryuchkov’s opinion, it has come to this because “the registration office employs people without the necessary education who are not prepared and mostly have no understanding of what they should be doing.”

The house visits department and emergency treatment are also working poorly, he said.

“I would like to reiterate that these departments must employ trained people with medical education and some authority in the medical institution. We spoke about that a year ago, even earlier. Unfortunately, I have seen nothing done on that. This speaks volumes of how the head and the staff treat [these orders],” the minister said, adding that the topic involves nothing supernatural and just improving the processes.

The new manager of the clinic Olga Savina will have a hard time solving the piled-up problems, the regional Health Ministry head suspected.

“Both because of her lack of experience, and her still being a young lady in terms of her professional level. But I advised her to lock her office marked as ‘Deputy Clinic Head’ and go work at the registration office throughout this month,” Vladimir Stryuchkov said.

The management of the institution was given three weeks to improve, after which the Ministry of Health of the Penza region will check the work done, he added.

Vladimir Stryuchkov expressed his hope the situation still can change to that where patients themselves, not the top management of the clinic, control how it works.
