Vasily Bochkarev suggests Chinese build “Penza-City” complex on Sura river embankment
Penza, 27 March 2015. PenzaNews. The Penza region governor Vasily Bochkarev has proposed a project to convert the Sura river embankment area into an entertainment and business complex under a working title “Penza-City.”

The high-ranking official suggested the idea during a working meeting at the regional government hall with representatives of the Chinese corporation “Kitaistroy” and specialists of the Shanghai Institute of Architecture and Design.
According to Zhang Lijun, deputy general director of “Kitaistroy,” his company has been successful at large-scale construction projects in various locations, including Russia.
“Currently we are investigating a new area for us: investments,” he explained.
The Penza region has interest in demand not only in investments, but also new ideas for the city infrastructure, Vasily Bochkarev told his foreign partners.
“Penza needs a unique approach to creating a comfortable cityscape, unusual solutions for designing and building new objects. This is where your high-end technologies and top experience will no doubt come in handy,” he said.
The governor added that he would like to see the Sura river embankment by the city center filled with offices, entertainment centers, hotels, restaurants, public gardens and recreation areas for city residents and tourists.
“It will become a place of attraction,” noted the head of the region.
In his turn, Yao Yi, representative of the Shanghai Institute of Architecture and Design, 2007 graduate of the Penza State University of Architecture and Construction, said his institute has great experience and options in developing effective and comfortable residence areas in cities worldwide.
