Prosecutor: “Yukon” construction site on Suvorova Street illegal

Penza, 27 March 2015. PenzaNews. The company “Yukon” is constructing a building on Suvorova street in Penza in violation of urban and labor law, the prosecutors of the Leninsky district concluded after the audit.

“It has been established that ‘Yukon’ is performing construction work on Suvorova street. However, the city administration did not issue a permission for the erection of an object has been issued, which is a legal obstacle to the construction work,” Yulia Makarova, Senior Assistant Attorney of the Penza region in Media Relations, told PenzaNews agency.
She added the prosecutor of Leninsky district of the city initiated proceedings in relation to the CEO and the legal entity of “Yukon” under Part. 1, Art. 9.5 of the Administrative Code, titled “Violation of the rules of construction, reconstruction, repair of capital construction, its commissioning,” which are directed to the city housing, construction and technical inspection of the Penza region.
“In addition, the prosecutors found gross violations of federal legislation on the protection of workers. In particular, the construction site has no catwalks around trenches, pits or ditches. The working areas at over 1.3 meters high and closer than 2 meters to edge have no signal fences; the gas cylinders are stacked without base ramps in the upright position, and the valves are not shielded with protective caps,” the agency interlocutor said.
Yulia Makarova added that the builders were seen at work without protective helmets and high visibility vests during the audit.
“In this regard, proceedings have been instituted against the general director of the company under Parts 2 and 4, Art. 5.27.1 Code of Administrative Offences, titled ‘Violation of state regulations of labor protection requirements contained in federal laws and other normative legal acts of the Russian Federation,’ which are currently reviewed,” the senior assistant prosecutor of the region explained.
