The project was presented by the head of the administration’s Economy Development Department Alexei Ryabov, who explained that the planning process took into account the development potential of the area, including the upcoming square reconstruction.

“The current plan of the square suits neither the citizens nor the authorities. The suggested changes will help develop the location,” Alexei Ryabov said, stressing that these are no revolutionary or radical amendments.

The official added that the plan provides for defining the borders of traffic area and zones for taxi, public commute and people’s cars parking.

According to him, the project includes toll parking zones, both by-hour and by-day, while those willing to park for free can do so far away from the train station building.

Alexei Ryabov also added that some areas will be used as free parking zones at night.

In his turn, the vice-mayor Sergei Simonov pointed out that the project was developed in cooperation with professionals, architects and representatives of Zarechny city, regional government, the Penza section of the Kuybyshevskaya Railroad, and other involved parties.

Concluding the meeting, the head of Penza administration Yuri Krivov pointed out that the next step for the project developers is to construct a roadmap with such points as design assignment creation, procurement documentation assembly and signature of agreement with an investor.

The reconstruction works of the new parking zone are scheduled for September 2015, the press service in the Penza city administration informs.
