Penza, 15 October 2015. PenzaNews. According to the press release received by PenzaNews agency, the authorities “must pay monetary compensation to people who have to suffer in cold” from the funds that “must be gathered by blanket canceling of premiums for the Penza urban amenity field staff.”
“The scale of the communal calamity shows there is not a single urban amenities field official in Penza that is not involved. […] Multiple emergencies signify poor status of heating pipelines, which means graft during the current repairs before. And the law enforcement forces absolutely must take interest in this,” stresses Maxim Suraykin, chairman of the central committee of “Communists of Russia,” who, based on the press release, personally monitors the situation in Penza.
Among other things, he says the breaches could have been caused by abuses of managerial power or intentional use of poor-quality components during repairs.
