Ivan Belozertsev demands “Gorvodokanal” to get to repairing water pipelines
Penza, 4 April 2016. PenzaNews. The governor Ivan Belozertsev has harshly criticized the performance of “Gorvodokanal” in terms of repairing the pipelines the company is responsible for.

“Our citizens and myself as a governor are outraged over frequent water pipeline breaches,” the governor said during the regional government meeting session on Monday, April 4.
According to him, all arguments by the company management about financial losses and big expenses are unsound.
“The business is profitable,” the governor stressed, adding that the company heads will keep complaining in any case.
“The money collection rate is acceptable. If I am not mistaken, in March ‘Gorvodokanal’ collected at minimum over 140 million rubles. There are money, there are funds, but they are not put into pipeline repairs,” Ivan Belozertsev pointed out.
If “Gorvodokanal” does not have enough own funds for pipeline network repairs, the company must take bank loans and approach the issue in a gradual fashion, he added.
He also instructed the Department of Tariff Regulation and Energy Preservation of the Penza region to check the use of investment premium by the company.
“They should not be ‘skimming the cream’; they collect the money, withdraw it somewhere else and are developing some other business. This is unacceptable for me. […] We must create the conditions for normal services,” Ivan Belozertsev summed up.
