Penza, 4 April 2016. PenzaNews. A Penza citizen has been fined 40,500 rubles by the court for 27 parking violations.

“According to court statements, the driver did not observe the No Waiting road sign. We have proof in the form of photos taken automatically by a special device,” Natalya Bychenkova, press secretary of the Penza region court, informed PenzaNews.

The man in question was fined 1,500 rubles for each incident, she clarified.

“The man disagreed with the statements, came to the court and stated he had no intention to ignore the road sign. He was moving along the Karpinskovo street from 8 Marta street towards Pobedy prospekt. He made a legal U-turn by the building No. 13A on Karpinskovo street, and parked his car by the right edge of the slow lane without a traffic laws violation, as the area does not have a No Waiting sign there. There is a place for an U-turn across Karpinskovo street, 13A towards 8 Marta street, as well as a road out with a Give Way sign leading into the main road, which means the place by the U-turn and the road out requires a No Waiting sign in addition to the current ones,” she said.

According to Natalya Bychenkova, among other things, the Leninsky city area court and the Penza region court denied the complaints by the man in question due to the fact that the No Waiting sign prohibits parking and waiting and affects the area from its location to the next crossing along the road.

“The sign-affected area does not end at roads out from adjacent areas, or at intersections with field roads, forest roads or any other secondary roads not marked by necessary road signs,” she stressed.

All 27 court statements has entered into force, Natalya Bychenkova noted.
