The ceremony became a part of the festivities dedicated to Russia Day and the 353th anniversary of Penza city.
It involved a number of high-ranking officials, such as the governor Ivan Belozertsev and the mayor Victor Kuvaytsev.
It appeared thanks to a proposal by veterans of labor to install the monument in one of the city’s landmark locations as a reminder for their children and grandchildren about the proud work of their fathers and grandfathers.
The city of Penza received the Order of the Red Banner of Labor for greatly contributing to the Victory on the Eastern Front of the Second World War. The award decree of the USSR Supreme Council Presidium was signed on 14 February 1985.
