The penalty of a fine from 150,000 to 300,000 roubles, obligatory works for the term from 40 to 200 hours or up to 30 days of administrative arrest threatens coordinator of the regional department of the movement Left Front Victor Khomets, who on July 17 placed a banner with an inscription "United Russia, damn you for retirement age increase!" at the fence of an overpass in Penza.

Recently an administrative protocol under Part 8, Art. 20.2 of the Code of Administrative Offenses of the Russian Federation, which provides for liability for repeated violation of the established order of organization or conduct of a public event, was drawn up against him.

In says, in particular, that Victor Khomets "held a one-person protest by showing a banner" and by doing so drew attention to a specific problem in a place where public events were prohibited.

In addition, the protocol makes reference to a federal law, according to which "picketing is a form of public expression of opinions carried out without movement and use of sound-amplifying technical means by placing one or more citizens next to a picketed object, using posters, banners and other graphic materials, as well as quickly erectable and dismountable structures".

Victor Khomets did not agree with such an assessment of his actions and indicated that he "had simply placed the banner and left".

In the morning on July 23 the activist will have to appear in the Penza regional department of the Ministry of Internal Affairs from where he is expected to be brought to the Zheleznodorozhny district court for consideration of the court.
